अनुच्छेद 344 – राजभाषा पर संसद का आयोग और समिति।
(1) राष्ट्रपति, इस संविधान के प्रारंभ से पांच वर्ष की समाप्ति पर और उसके बाद ऐसे प्रारंभ से दस वर्ष की समाप्ति पर, आदेश द्वारा एक आयोग का गठन करेगा जिसमें एक अध्यक्ष और विभिन्न भाषाओं का प्रतिनिधित्व करने वाले ऐसे अन्य सदस्य शामिल होंगे अंग्रेजी अनुसूची में निर्दिष्ट है जैसा कि राष्ट्रपति नियुक्त कर सकते हैं, और आदेश आयोग द्वारा पालन की जाने वाली प्रक्रिया को परिभाषित करेगा।
(2) आयोग का यह कर्तव्य होगा कि वह राष्ट्रपति को निम्नलिखित के रूप में सिफारिशें करे:
(ए) संघ के आधिकारिक उद्देश्यों के लिए हिंदी भाषा का प्रगतिशील उपयोग;
(बी) संघ के सभी या किसी भी आधिकारिक उद्देश्यों के लिए अंग्रेजी भाषा के उपयोग पर प्रतिबंध;
(सी) अनुच्छेद 348 में उल्लिखित सभी या किसी भी उद्देश्य के लिए इस्तेमाल की जाने वाली भाषा;
(डी) संघ के किसी एक या अधिक निर्दिष्ट उद्देश्यों के लिए उपयोग किए जाने वाले अंकों का रूप;
(ई) संघ की राजभाषा और संघ और एक राज्य के बीच या एक राज्य और दूसरे के बीच संचार के लिए भाषा और उनके उपयोग के संबंध में राष्ट्रपति द्वारा आयोग को भेजा गया कोई अन्य मामला।
(3) खंड (2) के तहत अपनी सिफारिशें करने में, आयोग को भारत की औद्योगिक, सांस्कृतिक और वैज्ञानिक प्रगति और गैर-हिंदी भाषी क्षेत्रों से संबंधित व्यक्तियों के न्यायिक दावों और हितों के संबंध में उचित ध्यान रखना होगा। सार्वजनिक सेवाओं।
(4) तीस सदस्यों की एक समिति गठित की जाएगी, जिनमें से बीस लोक सभा के सदस्य होंगे और दस राज्य सभा के सदस्य होंगे, जिन्हें क्रमशः लोक सभा के सदस्यों द्वारा चुना जाएगा और एकल संक्रमणीय मत के माध्यम से आनुपातिक प्रतिनिधित्व प्रणाली के अनुसार राज्यों की परिषद के सदस्य।
(5) समिति का यह कर्तव्य होगा कि वह खंड (1) के तहत गठित आयोग की सिफारिशों की जांच करे और राष्ट्रपति को अपनी राय रिपोर्ट करे।
(6) अनुच्छेद 343 में किसी भी बात के होते हुए भी, राष्ट्रपति, खंड (5) में संदर्भित रिपोर्ट पर विचार करने के बाद, उस रिपोर्ट के पूरे या उसके किसी हिस्से के अनुसार अध्याय 2 क्षेत्रीय भाषाएँ निर्देश जारी कर सकते हैं।
Article 344 Of Indian Constitution In English
Article 344 – Commission and Committee of Parliament on official language.
(1) The President shall, at the expiration of five years from the commencement of this Constitution and thereafter at the expiration of ten years from such commencement, by order constitute a Commission which shall consist of a Chairman and such other members representing the different languages specified in the English Schedule as the President may appoint, and the order shall define the procedure to be followed by the Commission.
(2) It shall be the duty of the Commission to make recommendations to the President as to
(a) the progressive use of the Hindi language for the official purposes of the Union;
(b) restrictions on the use of the English language for all or any of the official purposes of the Union;
(c) the language to be used for all or any of the purposes mentioned in Article 348;
(d) the form of numerals to be used for any one or more specified purposes of the Union;
(e) any other matter referred to the Commission by the President as regards the official language of the Union and the language for communication between the Union and a State or between one State and another and their use.
(3) In making their recommendations under clause ( 2 ), the Commission shall have due regard to the industrial, cultural and scientific advancement of India, and the jut claims and the interests of persons belonging to the non Hindi speaking areas in regard to the public services.
(4) There shall be constituted a Committee consisting of thirty members, of whom twenty shall be members of the House of the People and ten shall be members of the Council of States to be elected respectively by the members of the House of the People and the members of the council of States in accordance with the system of proportional representation by means of the single transferable vote.
(5) It shall be the duty of the Committee to examine the recommendations of the Commission constituted under clause ( 1 ) and to report to the President their opinion thereon.
(6) Notwithstanding anything in Article 343, the President may, after consideration of the report referred to in clause ( 5 ), issue directions in accordance with the whole or any part of that report CHAPTER II REGIONAL LANGUAGES.

अनुच्छेद 344 मे क्या है
वाद-विवाद संक्षेप – एक सदस्य ने प्रस्ताव किया कि संविधान के प्रारंभ से 5 वर्ष पूर्व राष्ट्रपति द्वारा आयोग की नियुक्ति की जानी चाहिए। यह सुनिश्चित करने के लिए था कि आयोग 5 साल की अवधि की समाप्ति से पहले अपनी सिफारिशें कर सके। इसके अलावा, उन्होंने यह भी सुझाव दिया कि विधायकों वाली समिति को राष्ट्रपति को सौंपी गई रिपोर्ट में अपनी सिफारिशें जोड़ने का अधिकार होना चाहिए।
एक अन्य सदस्य ने एक वैकल्पिक तंत्र का प्रस्ताव रखा जिसमें केवल एक समिति थी जिसमें संसद के सदस्य शामिल थे जो राष्ट्रपति को सिफारिशें करेंगे। यह समिति संविधान लागू होने के 3 महीने के भीतर गठित की जाएगी। राष्ट्रपति संसद के समक्ष की जाने वाली कार्रवाई के स्पष्टीकरण के साथ सिफारिशें पेश करेंगे। सभा ने बिना पर्याप्त बहस के इन संशोधनों को खारिज कर दिया। मसौदा अनुच्छेद 301बी 14 सितंबर 1949 को अपनाया गया था।
